 Minutes of Rules Committee’s First Meeting held in Holiday-Inn Down Town Hotel, Kuwait on Sunday 2/11/2008 at 10.30 AM

Meeting Proceedings
Opening & Welcome Speech
-The meeting started with the welcome speech of Dr. Rashed Bin Hamad Al Heraiwel, he welcomed and greeted the Committee Members and the attendees.
-He also conveyed his special thanks and gratitude to WAGF's President H.E Sheikh Talal Fahad Al-Ahmed Al-Sabah for his efforts and distinguished work, and praised his important role in establishing all WAGFs' Committees emanated from OCA and his valuable contributions in preparation of WAGF's Constitution with collaboration of Federation Board of Directors.
-He expressed his thanks and greetings to the General Secretariat of WAGF for their exerted effort for the preparation of this meeting.
Item (1): Work Plan
-It has been agreed to have a clear work plan stating all matters related to Committee’s tasks and works in detail and indicating aspects of coordination and collaboration with other WAGF Committees.
Item (2): Constitution & Hosting Contract
The Chairman and the Committee Members reviewed WAGF’s Constitution and Hosting Contract, and suggested the following recommendations:
Recommendations:
1.To make changes on some articles of the present Constitution and to tabulate and include an index.
2.Include an item ensuring that in case there is any contradiction between Arabic and English versions, the Arabic version is adopted.
3.Mr. Abdul Fattah Al-Amer requested to assign him to carry out a comparison between the Arabic and English versions of the Constitution, and to do the rewording of some articles whenever it is necessary.
4.Mr. Hachem Haydar said that it is important to agree on the version first.
5.Mr. Mohammad Azizi requested to emphasize on the essence, particularly the matters that handle financial figures, and make sure that similar figures mentioned in the Constitution are integrated and unified.
6.Mr. Salem Abu Loged suggested rewording the version of the Hosting Contract.
Decisions:
1.The Rules Committee formulated a team consisting of Mr. Hachem Haydar and Mr. Abdul Fattah Al-Amer to review the articles of the Constitution in both Arabic and English versions, to carry out comparison and make sure that they are similar and compatible. They are requested to provide a study on the suggested changes making sure that the essence is not altered.
2.Mr. Hachem Haydar and Mr. Abdul Fattah Al-Amer are assigned to forward the Secretariat the proposed changes to circulate them among the Rules Committee Members for their review and comments.
3.Mr. Salem Abu Loged is assigned to carry out rewording of the Hosting Contract.
4.The deadline for the final approval of the changes is End Jan 2009.
Item (3): Anti Doping Law
-The Committee Members noticed that the Constitution does not include any article about Anti Doping Law.
-It is recommended to adopt the System of the Regional Anti Doping Organization approved by the WADA.
Decision:
-The Rules Committee requests the Federation’s General Secretariat to address the RADO in order to provide the Committee with a copy of a system adopted by them to review it and raise it to the concerned authority with a recommendation to include it in the Constitution.
Item (4): Budget Allocation
-Mr. Hachem Haydar suggested that the Rules Committee Members attend the Asian Games Tournaments. The Committee Chairman can select the members who might attend the tournaments.
-It has been suggested to have a budget for Rules Committee.
Decision:
-To address the WAGF requesting allocation of a budget to the Rules Committee to cover the expenses of attending Committee Meetings, and Asian Games Tournaments.
Item (5): Committee’s next Meeting
It has been agreed to hold the next meeting in 2009. The Committee Members will be notified of Meeting date in due course.
The meeting concluded at 14.00 Hrs.
